It sounds like you might be referring to the character “Marshall Matt Dillon” from the TV show Gunsmoke. The actor who played Matt Dillon, a deputy and quick-draw artist, is James Arness. However, James Arness was not from Detroit nor particularly known for dressing in leather with fringe.
